Enter target opponent's city: Search your deck for a goblin card with gold cost up to the amount of gold that opponent has and put it in your hand. Then shuffle your deck.
If Goblin Ambassador couldn't enter the city, draw cards until you draw a goblin unit and put the other cards on the bottom of your deck.
